Abstract

e socioeconomic pressures of the globalized world impact negatively on the identity elements of heritage cities, for example the insertion of tall buildings and other morphological transformations that modify their visual integrity, scale, rhythm, and visual and functional diversity. Hence the need to develop an urban management instrument, based on a landscape concept and on systemic and strategic approaches, for the protection of important views in historic urban landscapes, which contributes to their socioeconomic use and the preservation of their visual integrity. One of the fundamental contributions of the research constitute the theoretical conceptions that were made. It conceives this type of management in a process that organizes, assesses-plans, plans and monitors-controls it. The proposal was validated through Experts Criteria and its application in the historic center of Camagüey. The results are reflected in the binding nature of the developed instrument with other planning scales, in its ability to enrich and improve current urban-heritage management, and in the possibilities of extension to other historic centers.
