Abstract

Latin America is among the regions that "arrived late" to the international system. There are compelling reasons for this, one of the most important being the preponderant role that the United States plays in the foreign relations of most Latin American states. The purpose of this paper is to examine the extent to which Western Europe is capable of fulfilling a relevant role for both parties in the process of integrating Latin America into the international system at both the regional and individual state levels. It is not our purpose to present an economic analysis, although it is understood that in the set of international relations economic ones cannot be ignored; but to draw attention to the fact that after several decades, certain political affinities between Western Europe and Latin America have been forgotten.
