Abstract

To understand the relations between the United States and Latin America, it is necessary to study them in a global context. The sole framework of the inter-American system would be insufficient for its analysis since, due to its quality of superpower, the United States is a world actor par excellence and Latin America, in recent decades, has become a field of political, economic, social and cultural interactions with the rest of the world. We maintain that the inability of the Reagan Administration to resolve in terms of force the challenge of Nicaragua and El Salvador, despite the demonstration of Grenada, the increasing politicization of the economic problems of the region, despite the "private" policy of Washington, and the difficult relations with the intermediate powers of Latin America demonstrate in practice the new multipolar horizon that is beginning to characterize the international insertion of the region.
