Abstract

Currently, there is a general perception of the need to introduce fundamental changes in the international economic and political order. However, this consensus does not go beyond the recognition that certain changes should take place. From this coincidence, the positions are multiple and reveal deep divergences. In this sense, it is useful to focus attention beyond the positions officially assumed in the countries of the North and the South. According to our hypothesis, both have their own scheme of the international economic order that will regulate the relations between the two groups of countries and between the countries of each group. Thus, devoid of their rhetorical or strictly current aspects, the new international economic orders of the North and the South are basically opposite and hardly complementary. Latin America, for its part, constitutes a representative example of the diversity of situations existing in the South.
