Abstract

The overthrow of Stroessner, the great surprise of international society in 1989, signifies a substantial change in Paraguay. Thus the first obstacle to a change in the foreign policy of this country was eliminated. The action of the old regime was marked by the president's own will and by a foreign ministry clinging to the schemes of the Cold War. In this paper, what happened after the coup is described and the existing distrust in national sectors and in international society for the transition process is expressed. It is argued that the international policy of the new government could be defined as conservative democratic. In this framework, relations with Brazil, Argentina and the United States are analyzed, some foreign policy trends are listed and it is concluded that a new approach goes through a process of modernization of the country and by consensus.
